Following the boundary, not the sightline
What looks like one continuous surface is often divided. A driveway may be common property up to a line drawn several metres short of a roller door, with the remainder belonging to the lot. A bin bay may be common while the bins within it are individually allocated. Cleaning specified to what the eye sees will inevitably cover ground the payer does not own.
Getting this right requires the strata plan rather than a walkthrough alone. Once the boundary is on paper, the scope can name the common areas precisely and the individual lots can be quoted separately if they want the same contractor. That also makes it possible to bill correctly, which is what keeps the arrangement stable over time. Quoting common property and individual lots separately also allows an owners corporation to change frequency without any involvement from the tenants.
